Hearty beef & sugar snap peas stir fry

- 450 grams lean flank steak, trimmed
- ¼ cup soy sauce
- 1 tablespoon cornstarch
- 1 tablespoon chilli sauce
- 2 teaspoons grated fresh ginger
- pinch of salt
- 2 tablespoons toasted sesame oil
- 1 cup sugar snap peas, sliced in half lengthwise
- 1 sliced red onion
- 1 sliced medium yellow bell pepper
- 2 large garlic cloves, thinly sliced
- ¼ cup water
- 400 grams cooked brown rice
- ½ cup sliced scallions
- chopped fresh coriander
- freshly ground pepper
